Nobody owns learning management. Two in three buyers run a system that is not on anyone's shortlist, and three in four of them can name something it cannot do. That 74.3% unmet-need rate is the highest of any category we measure, against 65.6% in payroll and 50.0% in HRMS. The complaints are never about content: it is completion tracking, reporting, integration and getting employees to finish, and in 1,096 conversations nobody asked for a bigger course library.
